Procurement finance for businesses sourcing batteries and electric vehicles from China.
Explore financing structures →VELA’s proposed financing policy connects verified procurement needs with transaction-specific funding. Two structures support eligible businesses: VELA-managed procurement and controlled purchase financing.
Eligible applicants are companies registered in mainland China or Hong Kong SAR. Overseas customers may apply through an eligible mainland or Hong Kong procurement entity; entities registered elsewhere fall outside the standard eligibility scope.
The credit applicant must have been established for more than one year, remain operational and provide verifiable business records.
The applicant must be registered in mainland China or Hong Kong SAR. Relationships among the applicant, contracting party and payer must be clear and approved.
The applicant must contract directly with the upstream manufacturer. For VELA-managed procurement, a tripartite agreement or manufacturer-confirmed contractual arrangement must define procurement, payment and delivery responsibilities.
Historical average annual purchases must be at least RMB 60 million. The historical averaging period must be confirmed during credit assessment and verified against contracts, bank records and financial information.
Upstream suppliers should generally be leading manufacturers in their sector, subject to verification of identity, delivery capability, product credentials and designated payment accounts.
You contribute 30% in advance. VELA funds the remaining 70%, completes the approved purchase and delivers the goods to you.
Before VELA pays the manufacturer, the client pays VELA 30% of the agreed total purchase price. Separately allocated taxes, freight, insurance and other costs are arranged under the contract.
VELA funds the remaining 70% according to the approved order and payment milestones, completes procurement and delivers to the client. Funding is limited to the approved amount and actual purchase amount payable.
The funded portion carries a 2–8 month credit period. Maturity and instalment or bullet repayment arrangements are agreed at signing; interest runs from each actual funding date until repayment of that principal.
Contracts specify product specifications, acceptance, delivery location, risk transfer, title and warranty responsibilities. Retention of title or other security applies only where expressly agreed and legally effective.
You procure directly. Following contract and trade verification, VELA finances 70% of the purchase price through a bank-supported controlled account.
VELA reviews contracts, orders, underlying trade and suppliers, verifies repayment sources and own funds, and checks for fictitious transactions or duplicate financing of the same purchase amount.
The standard financing amount is 70% of the agreed purchase price, subject to final approval. Before drawdown, the borrower must demonstrate that the remaining 30% is available from own funds or has been paid to the contracted supplier.
Funds enter a bank-approved dedicated controlled account in the borrower’s name and may only be paid to supplier accounts specified in the contract. Bank-authorised operating mandates, dual approval or other effective controls enable VELA to control use of the financed funds. Cash withdrawals, unrelated transfers and other uses are prohibited.
Controls are limited to agreed accounts and this financing, with permissions granted and terminated under bank rules; personal banking passwords and one-time codes are not shared. This structure is unavailable without effective bank-supported controls. Tenor, repayment schedule and rate are approved per transaction; the procurement model’s 2–8 month period does not automatically apply.

Excludes interest, taxes, freight, insurance and other applicable charges. The RMB 60m threshold concerns historical annual purchases, not the size of an individual order.
Annualised pricing reflects Hong Kong financial market conditions, customer credit, tenor, currency, security and transaction risk. Fixed or floating pricing is confirmed in writing before funding. Floating terms identify the benchmark, margin, reset dates and adjustment method.
Interest is calculated on outstanding principal, the agreed annual rate and actual days outstanding, using the 360- or 365-day basis stated in the agreement. Any service charges, bank charges, taxes, foreign-exchange costs and other applicable charges must be itemised in advance, with no undisclosed deductions.
Prepayment notice, charges and interest settlement are agreed in advance. Extensions require an application before maturity and separate approval; renewal is not automatic. Default interest, charges and recovery costs must be lawful and expressly documented.
